The buildings in downtown Fairbanks, where the temperature can easily dip to -60 degrees (F), are heated in winter by a steam network. The steam needs to be vented, hence exhaust pipes like these throughout the downtown area. At some point, the city elders realized that instead of ugly steam vents, they could turn them into something more pleasing to the eye. Notice the mukluks on her feet.
